Shanghaï, enclave internationale, ville paraissant livrée à elle-même, peuplée d'individus de toutes nationalités. Des personnages au nom d'emprunt, au passé secret, évoluent dans un casino luxuriant appartenant à une femme non moins mystérieuse appelée Mother Ging-Sling. Poppy Smith découvre ce lieu fascinant et, sous l'influence d'un Égyptien indolent, plonge dans l'enfer du jeu. Cependant, le casino est menacé d'expropriation par un milliardaire qui accapare peu à peu le quartier. Mother Ging-Sling, jouant de ses relations, cherche à découvrir l'identité de l'acheteur pour le faire tomber.
